About NCH Executive Director

Frank R. Scott joined the team at North Charleston Housing (NCH) in 2019, assuming leadership duties as Executive Director.

Mr. Scott is an accomplished, experienced administrator who has worked in the affordable housing industry and related fields since 2000.

Prior to joining North Charleston Housing, Mr. Scott served as Executive Director of the Easley Housing Authority (EHA). Under Mr. Scott's leadership, EHA achieved and maintained high-performer status for the Public Housing Program.

During his professional career, Mr. Scott has been responsible for all areas of housing operations, including administration, resident programs, procurement, strategic planning, maintenance, as well as  management of housing stocks and financial portfolios. Additionally, he directed non-profit housing affiliates, developed operational procedures, and managed and monitored the effective use of agency resources to ensure fiscally-responsible operation.

Mr. Scott has extensive experience with affordable housing in the greater Charleston area, having previously served the Charleston County Housing & Redevelopment Authority as Deputy Executive Director; Director of Public Housing & Maintenance; and Director of the Housing Choice Voucher Program. His experience with affordable housing in the Charleston area extends to years spent with the Charleston Housing Finance Agency and the Housing Authority of the City of Charleston. 

Mr. Scott studied Business Management at Southern Wesleyan University. He holds multiple Housing Program Operations and Maintenance certifications. He is a member of the National Association of Housing and Redevelopment Officials (NAHRO) and serves on the Board of Directors of Carolinas Council of Housing Redevelopment & Code Officials (CCHRCO).

Active and engaged in the Charleston community, 1Q 2020, Mayor John J. Fecklenburg, appointed Mr. Scott to the Mayors' Committee on Homelessness & Affordable Housing. Scott attended the Charleston Leadership Institute and is a former Board Member of Low Country Continuum of Care Agency Liaison (CCHRA) for the United Way. He is also a proud member of the Georgia Tech Football Lettermen's Club.

Mr. Scott is dedicated to providing affordable and safe housing options for the residents of North Charleston and Charleston County. His priorities are serving families and providing support programs to encourage self-sufficiency for NCH clients.
