Executive Director

The North Charleston Housing Authority, North Charleston, SC (NCHA) is currently seeking its next dynamic leader. The ideal candidate will be a self-starter with excellent interpersonal skills, have an Entrepreneurial mindset with skills to bring North Charleston Housing Authority to the next level.

The executive must possess strong leadership skills, knowledge about housing industry trends, and be willing to carry out the housing authority's Mission Statement: To effectively and efficiently address the housing needs of North Charleston's low-income population.

NCHA currently owns five developments with four being managed by a Third-Party Management Company. NCHA administers 2,315 Vouchers which includes RAD Project-Based Vouchers under HUD guidelines.

Job Requirements:
Under the administrative direction of the Board of Commissioners, serves as the Secretary of the Board of Commissioners and Executive Director for the North Charleston Housing Authority. Work involves overseeing the operational financial management of the NCHA; identifying non-HUD funds and grants to supplement programs and develop a process for receiving non-HUD funds; developing additional affordable housing developments in the City of North Charleston; directing the operations and programs of the Authority and for the development of new programs and activities; administering the Housing Choice Voucher Program, RAD PBV Program and Property Management in accordance with HUD Regulations and NCHA policy; directing the Authority Staff assignments; oversees financial statements, and reviews and approves applications for funding, and meeting established program goals of the Board of Commissioners of the North Charleston Housing Authority.

Preferred Qualifications:

  • Experience in developing and maintaining inter-governmental relationships and agreements when deemed necessary.
  • Strong Management and Organizational skills
  • Excellent written and verbal communication skills
  • Experience in affordable housing development using tax credits, and tax-exempt bonds
  • Development of Affordable Housing
  • Grant writing experience

Qualifications For This Position:
Requires a Bachelor's degree in business administration, accounting, finance, urban studies, social services, or related field supplemented by six to nine years of progressively responsible administrative and supervisory experience in business management, industrial or military complex management, housing management, social services, public agency management, or related field, or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform this job. Must possess and maintain a valid State driver's license. Must pass a required background screening.
